Say what each question measures, and what the class should reach.
An objective is a skill you care about, named in each language. Every question measures at least one.
A target says, for a lesson, which share of learners should reach mastery of an objective, and by when.
Panels estimate mastery from first attempts only; with fewer than three answers they say so instead of guessing.
